The Board shall be responsible for advising the Board of Alderman with respect to the acquisition, development, laying out, ornamenting, improving, regulation and operation of all City Parks. The Board shall be authorized to expend for park purposes any moneys appropriated to the Board by the Board of Alderman for park development, maintenance, improvement or operations.
